Huron-Kinloss/MNR Beach Management Agreement takes another ste Newly posted signs on Huron-Kinloss beaches may mean fines to those thumbing their noses at township bylaws meant to protect our beaches. Council was told at its Aug 8 meeting that signs were posted at eight locations along the Huron-Kinloss shoreline on 8X8 posts. Sign messages included; Police Your Dog, No Littering, No Motorized Vehicles, and Public Health Education. These signs were posted to enable the bylaw enforcement officer to enforce on MNR’s behalf. The signs have been posted at bottom of Highway 86 (The Amberley Road), at the Lighthouse, the walkways at Concessions 2, 6, 8, 10 and 12, as well as at the bottom of Huronville. The “Memorandum of Agreement” between the township and the MNR went into effect on June 18, 2007. Administrator Mary Rose Walden explained at the time, that following approval from the MNR on wording, etc, signs would have to be posted. Once signs are posted and the fines are set, the township’s bylaw enforcement officer, Robert McKay, would have the authority to issue fines to those who break the township’s bylaws. The fines were set for $100 at a June council meeting. Now that the signs have been posted, McKay will issue the fines under the Public Lands Act, with the money going into township coffers. A report will then be filed with the MOE regarding charges laid under the land act. Initially, they will deal with “motorized vehicles on the beach, prohibiting litter and requiring a stoop and scoop provision, (or any other matter as approved by the ministry).” Councillor Jim Hanna asked Walden if those destroying the dunes would now be fined as well. She replied, “That is in the works.” The agreement will have to be renewed “subject to the agreement of both the township and the MOE on December 31, 2007 for the next year. |
